The organisation functions as a central coordination platform, aligning qualified families with established cooperative structures, regional development frameworks, and vetted professional partners. Immigration processes, land-access pathways, agricultural compliance, and related settlement procedures are facilitated through authorised partners, while Russiakaners maintains structured intake management, sequencing integrity, and process oversight.

Russiakaners operates as an independent coordination body. It does not function as a governmental authority and does not guarantee placement, land allocation, benefits, or specific outcomes.

Russiakaners operates through regional agricultural cooperative structures that together form a coordinated national network for foreign farming families within the Russian Federation.

Families who successfully progress through intake and eligibility stages, and who are granted access to land, establish and operate their own independent farms. Each farm remains individually managed while participating as a member of a regional agricultural cooperative alongside other qualified families.

Within this cooperative framework, shared infrastructure, coordinated production planning, and local integration are structured and governed at regional level. Participating regional programmes include defined land access and ownership progression mechanisms, as well as longer-term residency pathways designed to support stable, multi-generational agricultural settlement, in accordance with Russian law and regional requirements.
